Abstract

“Development and Empirical Realisation of an Agricultural
Policy Information System in Hungary

applied for

The described policy information system aims at quantitative analyses of productivity and profitability in the agricultural sector. Based on the experience of EU policy information systems it regards to the specific requirements in transition countries. Development and empirical realisation of the system have been started in close co-operation between German and Hungarian partners. The structure of the information system can be characterised by following aspects:

The specific combination of methodology, data base program and close co-operation showed to be appropriate for the realisation of a sectoral agricultural information system under the difficult preconditions in transition countries.

The elaboration of the sectoral data base was started in the so called “EAA working group”, which was created on behalf of the Ministry of Agriculture and includes participants of the National Statistical Office (KSH), Research and Information Institute for Agricultural Economics (AKII), Ministry of Finance and department for information of Gödöllö University. University of Bonn developed the structure of the information system and ASA Bonn contributed EAA consultants. This working group ensured the consideration of different data sources, know-how and an intensive discussion of data reliability.

The calculation of the Economic Accounts for Agriculture (EAA) according to the EU standards, which described the current income situation in Hungarian agriculture, is one output of the approach. These calculations are done for the years 1994 – 1997. In addition to these sectoral results several indicators like productivities and profitabilties have been provided for average crop and animal production activities, which are carried out by the University of Bonn for the years 1990 to 1997. These findings are also discussed in seminars with Hungarian experts. Besides the Department for agrarian computer science of the University Gödöllö has enlarged the approach by the regionalisation of the agricultural sector. These calculations help to discover also inconsistencies in the data base. By the same group artificial intelligence based prognoses are derived, which are founded on the structural data base.

It is intended to enlarge the agricultural information system to an agricultural sector model, which allows the modelling of different economic and political conditions for ex-ante periods.
